Looking for the best and cheap web hosting

It very hard to find out which hosting company is cheap and best. At the end I found this it is the best review site I have so far seen. I would welcome any suggestion and help.

'cheap' and 'best' are a hard marriage to come by. User Reviews are a decent source for information, research the companies that seem appealing to you and have the features you need, then ask in a forum such as this if anyone has had any experience with them.

Haha yeah I run a web hosting business not a flea market stall. Sometimes I really get the urge to direct people directly to this image. Over selling killed this once respectable business. Now I get calls everyday from people sounding like this "Freebie this freebie that Discount, Discount, Discount".
